What is the BALM “Continuing Education” Grant Program?
The “Continuing Education” grant program is a federal initiative of the Federal Ministry of Digital and Transport, implemented by the Federal Office for Logistics and Mobility (BALM).
It supports German commercial freight transport companies in providing their employees with targeted training – in technical, organizational, and digital skills.
The goal: to prepare businesses for the future.
What does this mean for Tourbosoft customers?
Training courses for implementing Tourbosoft software are eligible for funding. This also applies to advanced training designed to help you make the most of your software. Depending on the size of your business, the government will cover up to 70% of the training costs. This transforms a necessary investment in knowledge and processes into a significantly more cost-effective measure with immediate benefits for day-to-day operations: improved workflows, confident use of the software, and a team that truly masters the software.
Who is eligible for funding?
Eligible for funding are companies with heavy-duty commercial vehicles weighing over 3.5 tons that transport goods for commercial purposes and hold a valid license under the Motor Carrier Act. The funding program runs annually.
Important to know:
- Funding is available only for training sessions lasting at least 180 minutes in which instructors and participants are present in person on-site or virtually at the same time.
- The training may not begin until funding has been approved.
- The application period for 2026 runs from January 14 to August 31.
Can be combined with other financial assistance
The “Continuing Education” program can be combined with the “Environmental Protection and Safety” grant. This means that both the Tourbosoft software and the associated training courses can be subsidized at the same time.
How much is the grant?
The amount of the grants depends on the size of your business. The determining factors are the number of employees, as well as revenue and total assets.
The following categories are distinguished:
Micro-enterprises
are businesses that employ fewer than 10 people and whose annual turnover or balance sheet total does not exceed 2 million euros.
The grant amount is up to 1,050 euros per truck, covering a maximum of 70% of eligible costs.
Small businesses
are businesses that employ fewer than 50 people and whose annual turnover or balance sheet total does not exceed 10 million euros.
The grant amount is up to 1,050 euros per truck, covering a maximum of 70% of eligible costs.
Medium-sized enterprises
are companies that employ fewer than 250 people and either have an annual turnover of no more than 50 million euros or an annual balance sheet total of no more than 43 million euros.
The grant amount is up to 900 euros per truck, covering a maximum of 60% of eligible costs.
Large enterprises
are enterprises that are neither micro-enterprises, small enterprises, nor medium-sized enterprises.
The grant amount is up to 750 euros per truck, covering a maximum of 50% of eligible costs.

Step-by-Step: How Does the Application Process Work?
Applications for the “Continuing Education” grant are submitted entirely online via the portal of the Federal Office for Logistics and Mobility (BALM).
Step 1: Submit a grant application online
The application period began on January 14 and runs through August 31, 2026. However, the online application portal may close early if funding runs out. Applications will be processed in the order they are received – those who submit early have the best chance of success. Our tip: Prepare your application in advance and submit it promptly at 9 a.m.
Enter the total number of vehicles in your fleet weighing over 3.5 tons. It does not matter how many vehicles are actually scheduled using route planning software such as Tourbo.route or equipped with the Tourbosoft driver app. The only factor that matters is the total number of physical vehicles in your fleet. Applications will be processed in the order they are received – those who submit early have a clear advantage.

Important:
At this stage, you do not need to specify any particular training courses or Tourbosoft services. No quotes, invoices, or product details are required.
Step 2: Wait for the grant approval
After submission, BALM will review your application. If approved, you will receive your grant approval along with the official grant notification. This document will also specify your maximum grant amount.
Important:
Tourbosoft training courses may only be commissioned and conducted after you have received this approval. Any activities that begin before then are not eligible for funding.
Step 3: Place an Order with Tourbosoft
Once you have received the grant approval, you can place a binding order with Tourbosoft for the training sessions you desire – for example:

The measures may only be carried out during the approval period. The approval period begins with the issuance of the grant notification and generally ends four months after receipt of the grant notification for all measures, but no later than December 31, 2026.
Step 4: Submit the Statement of Expenditures
Once the training sessions are complete, submit the Statement of Expenditures to BALM. This document should list the activities carried out and the invoices paid.
Do not attach any invoices (neither originals nor copies) to the Statement of Expenditures.
The statement of use must be submitted within six months of receiving the grant notification.
